Kennedy Outline of 1961 Economic Plan and Message
President Kennedy outlined a broad 1961 economic program including extending mortgage insurance benefits, early payment of veterans life insurance dividends, and pilot food stamp tests in six areas. He proposed social security increases, extended unemployment benefits, a stepped wage plan, housing loans reform, dependent children aid, and faster federal procurement to spur growth while noting unemployment at 6.6 percent in January and emphasizing nonstop Congress outreach.
