U S pressure on Arizona legislators mounts as agriculture irrigation and judiciary panels near a revised underground water code. The bill would declare underground water public property with prior rights, exclude domestic and stock wells, establish a state land commissioner, and not affect surface water.
President Truman urged Congress to pass antilynching and fair employment practice laws and to adopt a 10 point civil rights program. He called for a permanent civil rights commission and a joint congressional committee, plus a federal poll tax prohibition to secure voting rights.
Gov. Sidney P. Osborn named seven members to Arizona’s new interstate stream commission. Appointees include Dr. Alfred Atkinson former University of Arizona president Jay M. Gates Jesse A Udall Wayne M. Akin John A Roberts Barry M Goldwater and K H McElhaney with January 1949 to January 1955 appointment dates.
The Palestine Post building and downtown Jerusalem suffered extensive blast damage after a bomb exploded just before midnight. At least two people were injured, with Magen David clinic reporting eleven injured and two in critical condition. officials offered no definitive blame.
The United Nations Palestine commission reported to the Security Council that the Palestine partition plan is in serious difficulty. The grim review covered the first month of work by the five nation panel tasked with carving Palestine into Arab and Jewish states, urging council aid to advance any chance of success.
The United States rejected Russia’s note accusing American warships of violating the Italian treaty. The State Department said Italy granted advance permission for each visit and calls were in line with the comity of nations. Moscow protests cited aboard elsewhere include Libya and the Middle East.
A 21 member grand jury was convened by Superior Judge C. C. Faires to hear gambling matters in Gila county. County Atty. Frank E. Tippett indicated testimony may focus on gambling, while witnesses linked to the October disappearance of 5650 from the county treasurer’s office could be summoned. Gov Osborn ordered Atty Gen Eva De Concini and Fred O. Wilson to assist. See page 13.
City council members voice support for installing parking meters to keep traffic moving in overcrowded Tucson. A Moline publisher notes meters in his city, saying they helped traffic flow and should not be removed.
Prime Minister Nehru told the Indian constituent assembly that restoring peace is a make or break issue for his government. He spoke sobbing at Gandhi memorial services on the Jumna banks, urging a battle against violence and hatred to fulfill Gandhiji’s guiding mission. Officials hunted a suspected plot to kill Gandhi’s aides and the assassin’s act is seen as part of a broader atmosphere of violence.
Washington February 2 A Truman commission seeks 1.875 billion dollars in five year federal aid for colleges but endorses aid only to publicly supported institutions provoking strong dissent from two Catholic members Frederick G Hochwalt of the National Catholic Welfare Conference and Martin R P McGuire of Catholic University.
CHICAGO Feb 2. Another extremely cold wave surged southward through the upper Midwest as the eastern half of the country eyed the groundhog for its long range forecast. The Weather Bureau said the week-long cold spell was broken in the East after a layoff of about 250 000 workers in gas and fuel starved industries. Warmer weather was in prospect in the East and South.
The national advisory council urged against liquidating 4.3 billion dollars of assets held by European nationals in the United States as a condition for Marshall Plan aid. Treasury Secretary Snyder said 1.1 billion dollars would be turned over to alien property custodians, including about 350 million from French citizens, while the council supports converting holdings to dollars to aid international trade. The group, a key policy body on international finance, weighs heavily as Congress considers Marshall Plan costs and potential cuts.
Washington dispatch reports the Communist high command orders local cells to mobilize nationality groups for Henry A. Wallace's presidential bid. Slavs report best progress to New York headquarters, with plans for 7 to 9 million Wallace votes and potential impact on the 1948 election.

In Washington on Monday Republicans with some Democratic support pushed the Knutson bill through the House to cut personal income taxes by 6.5 billion dollars this year. The 297 to 120 vote exceeded a two thirds margin and sent the measure to the Senate where leaders plan a cautious approach until spending for foreign and domestic needs is clearer. A final tax cut of at least four billion dollars seems likely in the spring with hopes to gain enough Democratic support to overcome a veto.
A Monday luncheon at the Pioneer hotel honored the 1947-48 Arizona Wildcats basketball team. Speakers noted rising interest and attendance, citing a 3 600 crowd for a recent Bear Down gym game and urging seating and glass backboard upgrades to boost capacity and status.
Gus Blaylock, who admitted killing Mrs. Clara Bishop in November, was sentenced in Florence to 25 to 30 years in state prison. He changed his plea from first degree murder to second degree and received the Monday ruling from Judge J. Mercer Johnson.
