Now or Never for Democrats says Humphrey
Vice President Hubert H. Humphrey argues in The Democrat that the Democratic Party must reform for 1970 and pursue a constitutional amendment to ensure the winner of the popular vote becomes president. He says the electoral college risks thwarting the people's will, cites Wallace's third party challenge, and foresees a tough 1970 election with many Senate and House seats up.
