Birmingham voters keep Mayor-Council government
Birmingham residents supported the mayor-council system with 28 011 votes for mayor council to 15 147 for the commission as Albert Boutwell led a nine member council to office. Boutwell won the runoff 29 623 to 21 540 against Eugene Bull Connor with the commission delaying the turnover. The city faced intense anti segregation protests and police actions under Connor during the period.
