Kaiparowits power site study rejected
Conservationists oppose new sites for the Kaiparowits coal plant in southern Utah near the Arizona border. They warn any plant would harm the air and landscape, despite a $1.5 billion, 3000 megawatt project proposed by Southern California Edison, Arizona Public Service, San Diego Gas & Electric and Salt River Project.

Judge urges panel to rule on death penalty in murder case
Navajo County Superior Court Judge Melvyn T. Shelley told a Arizona Judges Association meeting that capital punishment should be decided by a panel rather than a single judge. He proposed two judges be appointed by the State Supreme Court to join the trial judge in determining the punishment under a revised law. The measure follows a 1970s shift allowing judges to weigh extenuating and mitigating factors, with juries no longer fixing the death sentence.
