Two men died and two were badly scalded when a steam valve burst on an American steamship in navy service at a New York pier. Victims include Alexander W. The commander of the German eastern army occupying Russian territory has placed himself and his force at the seat of the soldiers council, a report from the Wolff News Agency of Berlin states.
