Havana December 16 At the expiration of the men's ultimatum at eight o clock this morning a central strike of the Havana Central Railway began. Traffic was paralyzed as the electric plant was out of operation and many towns in Havana province were cut off. At Regia and Guana bacoa street car service was interrupted. The ferry service from Havana to and Rezia was stopped as guards took control of railroad and ferry terminals.
