Subdivide Dist 1 urged for Tucson School overhaul

An outside firm urged Tucson School District 1 be divided into four geographic areas managed by nearly autonomous assistant superintendents. The study found inefficiency, lack of planning, fragmented curriculum, and 80 committees delaying direction. It calls for decentralization, 14 central staff cuts, yearly planning, and a coordinated curriculum with public relations improvements.
