Reports indicate Governor Taft of the Philippines may travel to meet His Holiness and discuss relations with the Vatican. Sources note possible scheduling through diplomatic channels with no confirmed dates.
President Roosevelt may send Governor Taft to confer with the Pope on transferring church property in the Philippines to the United States. Taft will travel to Manila via Rome, accredited to the Holy See, to discuss lands and reforms with the Vatican and set up a transfer commission.
In Parrollton Kentucky on April 16 eleven year old Shir Lawrence son of Billyot Lawrence killed himself at noon after being locked in a room by his mother. A pistol from a telescope case was used with the body found lifeless after the shot. His sister heard the pistol and found him unresponsive. she had threatened self harm a week earlier.
Washington society notes Mrs. Roosevelt issues White House invitation cards bearing "Mrs. Theodore Roosevelt" while Cabinet wives resist. Observers say Mrs. Knox questioned a card marked only "Miss Kean" for address. Mrs. Roosevelt recently stamps cards with her husband's name, an unusual step for a president's wife. Roosevelt-Cowles appears as "Mrs. Roosevelt-Cowles" in social notices, a departure from prior practice.
London April 15. It is said today that J Pierpont Morgan Barings and the Rothschilds have secured an aggregate 16 000 000 of the New British loan leaving 32 000 000. Of the remaining 16 000 000 will be offered to the public. There was a tremendous rush to subscribe to the new loan. At the Bank of England it was estimated this evening that the loan had been ten times over subscribed.
Great Britain accepted Germany's proposal for an international conference to regulate wireless telegraphy. United States France and Russia have not yet replied, but officials expect a favorable response, especially from the United States which has shown much interest.
London dispatch reports King Edward's peace aims tempering Boer hopes as Lord Wolseley and Cecil Rhodes gain favor. A new Leprosy outbreak among Dutch farmers spreads from Capetown to the Transvaal and Orange Free State, potentially prompting troop withdrawals as disease concerns rise.
A Canton dispatch reports over 2,000 imperial troops sent by Marshal Su were ambushed in a narrow defile with many killed or captured. Rebels surround imperial forces in southern China, and the Canton viceroy urges immediate reinforcements as news from Ma and Su grows scarce.
Cablegram from General Chaffee released by War Department details Moro attacks in Mindanao. A soldier from the Twenty Seventh Infantry was killed near Parang-Parang on March 30 after Moros seized his weapon. another was wounded but escaped. Six Moros feigned friendship near Malaban before the assault. murderers identified but not surrendered.
President discusses mule shipments from New Orleans to South Africa with the cabinet. General Pearson waits in Washington for a response and plans to present affidavits to the Senate Committee on the Philippines about British recruiting of American soldiers for South Africa.
The Senate convened at 10 to extend debate on the Chinese exclusion bill before a 1 o'clock vote. President pro tempore presented telegrams from the Pacific Coast, 61 in favor of the Platt substitute and 12 opposed. Lodge's amendment striking the prohibition on Chinese sailors aboard American ships passed 47 to 29.
In Frankfort Kentucky on April 16 Judge Cantrell adjourned to allow Dr C U Reynolds to locate and remove a bullet from Richard Kirk who claims Duncan shot him thrice while they were in a buggy with his wife. Kirk testified the third shot came after he fell and was helpless. The operation occurred in the courtroom with judge and jury present.
In Chicago April 16 a sleeve hole shirt is shown in Judge Chytraus court as evidence in Friedericke Gehrke v Albert Gehrke. She alleges the husband bites holes in clothes during anger and has wrapped sheets in his mouth at night. She left him last October after threats to her life. The judge dismissed the will for lack of equity.
Four year old Dell Gurley of La Crosse is poisoned after smoking cigarettes and cigars under the direction of older companions. Authorities plan to prosecute the responsible boys.
An elderly tramp at the Greenfield Township farm of Prof. E. Burgess attacked a shepherd dog after requesting food. The dog, showing rabies signs, fought back then fled. the tramp escaped toward Carroll as locals fear a roaming rabies case and seek the man.
War Department reports from General Chaffee in Manila announce the unconditional surrender at Malvar to Brigadier General J Franklin Dell. The surrender ends organized armed resistance in the north Philippines department and terminates the insurrection.
Lester Webb appeals to U S authorities to win release from Parral jail claiming mistaken imprisonment for his brother Charles Gilbert Webb. El Paso officers insist the captive is Charles Webb, who allegedly robbed a Idaho stage in 1893, with a long pursuit by authorities dating nine years.

Police arrest Edward W. Kappelle in Buffalo for impersonating two roles as Squitable Life Insurance superintendent and Nash Improvement executive. Court papers claim as Rappelle he lured investors into the Nash venture while living as King in Niagara Falls.
In Rochester Olean and Bataavia he was known as King and addressed thus. In Detroit Cleveland and other cities he was called Rappelle. A war rant for his arrest was sworn by Justice Horn of Niagara Falls by George F. Green, accusing him of obtaining a $3,500 mortgage through false representations. King allegedly sold the mortgage for $3,000 to a wealthy Lockport woman. It covered a Niagara County farm.
Reports from Brussels on April 16 estimate striker numbers in major centers. Charleroi 50,000 in the central district 25,000 Borinage 25,000 Liege 30,000 and Verviers 80,000, with Charleroi later swelling to 60,000 as more join.
John Butts, described as a negro, was arrested this morning on a complaint by M. G. Samaniego alleging horse theft. He faces trial before Judge Meyer on the charge.
Mary Matin of Metuchen, living with her sister Enos Mundy, has not eaten for 24 days. Physicians doubt whether the condition is real or imagined. She refuses all foods and even liquids except water, moving with aid and showing signs of weakness. She struggles to raise her arms and cannot keep a bed, while nails and nerves appear unsettled.
