City of Troy Illinois advertises sale of its Electric Light Plant and lot with fixtures poles and wires. Bids opened at November council meeting a $200 certified check required with each bid. City council missed a regular session due to a holiday and lack of quorum. Mayor Vetter called a special meeting for September 5 to handle all business, with minutes, wage requests, and multiple reports read and acted upon.
