NEWS COMES FROM CAPITAL Arrangements made for entry of Constitutionalists army into Mexico City and Villa May Precipitate New Revolution Gen Eduardo Iturbide governor of the federal district said peace negotiations are well advanced an armistice was signed and hostilities will be suspended nationwide under guarantees to all parties.
Telegraphic links between Mexico City and Gen. Carranza indicate a bloodless entry is assured. Carranza travels toward Tampico while Diaz’s former government is handed to Francisco Madero. Negotiations with Carbajal may wrap quickly and tolls of support ripple through Tamaulipas as rejoicing spreads.
Washington reports warn that peace in Mexico remains distant as Villa distances from Carranza and Carranza demands unconditional surrender from Carbajal. Diplomats say amnesty and guarantees against arrests, executions, and property seizures could ease mediation with the United States urging restraint. Strong promises of authority could smooth a peaceful transfer if amnesty is granted, say Brazilian Chilean and British representatives.

He led the government forces during the Madero overthrow, was implicated in the Madero and Saulaza assassinations, and sought U.S. recognition, which did not come from President Wilson.
Huerta, age thirty five, travels with three guards when masked men from Fiores Zegaza ambush near his station. Zegaza’s band plans theft on days of military movement and Huerta agrees to provide advance notice in exchange for a share of loot. Ten days later Huerta warns of absence and bandits strike Matanzas, toppling into a trap with Huerta’s troops encircling them.
Zegaza’s men were killed in the street and the rest including the bandit chief surrendered. A week later Zegasa was shot in the cuartel of the prison attached to the station. Huerta is no draw room soldier and has seen much active service amid the Yaqui actions.
General Carranza, successor to Madero, wins the north with Villa defeating federal forces. The south resists with Zapata, while the United States moves into Veracruz after a provocation to the flag. Mediation by Argentina, Brazil and Chile fails to produce a solution.
Francisco Carbajal, 44, a Campeche native and lawyer, has long served in judiciary posts. He led the Supreme Court and was Huerta's foreign minister nominee, with a reputation for intellect, independence, reserve, neat appearance, and prudent, independent means.
