Tax decision shifts real estate appeals from city to courts
The New York Court of Appeals division ruled against the city in a $172,000,000 tax valuation case. The decision transfers power to fix real estate assessments from tax commissioners to court referees, potentially lowering the tax rate and reducing treasury revenue. It reinterprets charter provisions allowing taxpayers to appeal assessments as inequality claims in court rather than via commissioners.
