Chicago on St Patrick's Day saw Col Mart eus A Kavanagh of the Seventh Infantry arrested by Gov Tanner over a parade with civic units. Adjutant General Reece and Brigadier General Wheeler defended the action, noting no military law was violated by the march. The episode sparked debate about authority and Irish celebration.
In Wheeling on March 21 a chartered packet named Charleityd and Pittstuce was attacked by angry residents in the Bedford district opposite Moundsville.
