The Kansas Legislature winds down with members returning home by afternoon trains. About 300 new laws pass, largely local measures, after a session filled with conference on the appropriation bill and a long list of general and local acts spanning education, public works, taxation, and state institutions.
A long list of 1890s Kansas bills includes forced rail fenceing, sale procedures for the Pea-Body site station, state printing funds, guitar encouragement, law school admission without exam, anti discrimination against Taborn members, free rail transport for shippers, cross river bridges at Lecompton, annual state board of agriculture reports, agricultural college funding, abolition of Judge Vandiyert’s dislike, money distribution to the Ore department, a railroad maximum rate bill vetoed by the governor, city officer elections, Soldiers' Orphans' home funding for 1898-99, bridge duties for counties, punishment for concealing mortgaged property, and judge district miscellaneous measures.
Washington March 13 Secretary Alger holds up a 2.5 million dollar appropriation for the San Pedro harbor at the request of Senator Frye and Collis P Huntington. The minority report by Commissioner Morgan delays the decision. The act of congress had named the commission’s finding as final, four to one in favor of San Pedro, while Huntington seeks to derail or modify the process.
A Rome, Georgia to Chattanooma New South special reports a severe railway wreck near the Kiowah river in Tennessee. An engine plunged 60 feet into the river, the fire consuming seven cars, injuring seven people, while Engineer Pitman survived after escaping from the wreck.
March reports that the eldest daughter of William Waldorf Astor is engaged to the Duke of Manchester in Toulon. Also noted is a Sioux request for homestead lands at Standing Rock, with details of an Indian land bid and local conditions.
Voters braved a heavy snowstorm as polls opened at 1 p.m. The contest centers on Newt’s mayoral nomination with Hibben and Fellows leading campaigns in wards across the city. Washington sources report Senator Baker and Congressman Curtis back recommendations for George Fisher and J. B. Welch of Topeka as receiver and registrar at the Topeka land office. Fourth class post offices at Rose Americus and Toronto Kan also named. Karuss delegation heads to White House with Thomas Ryan to push a Kansas choice for Interior Secretary as rivals fade. The decision is expected within days.
Judge Hazen and attorney Jermove conducted the social inspection of the county jail. Two colored boys in the corridor were playing craps. they fled when Hazen approached. Sheriff Kepley invited officials to the inner cage where inmates awaiting transport appeared orderly. The jail was clean and one painting suggestion was made to brighten the interior by county commissioners.
Carson City Nev March 1 The improved roads allowed Fitzsimmons to train hard. He rode twice sparred with Stenger and Hickey, then fought in the gym with sharp jabs and quick rights. Corbett ran ten miles, then wrestled and sparred, with Jeffries and Woods observing as trainers judged the pace and condition for the impending championship.
In the penitentiary near town about 200 convicts follow the tale of Fire Simmons versus Corbett with keen interest. Fans there back a roughly equal split for either fighter, betting heavily on tobacco and privileges while awaiting the event unseen. Warden notes limited witnesses, with about 70 inmates expected to attend the bout, enough to cover stake money and most expenses.
A total loss fire destroyed the house of James Young a teamster at 1801 Went street last night around eight o clock. Fire spread rapidly due to wind and lack of nearby hydrants as hoses from multiple companies struggled to reach. Mrs Young fainted at the scene and neighbors including Washburn college students helped salvage belongings before the structure burned to the ground. Residents of the nearby additions push for hydrants noting water access is scarce and fire protection is inadequate locally.
Kansas City stockyards adopt a new schedule under the Kansas law reducing yardage on cattle to 15 cents per head calves to 5 cents, horses to 6 cents, and sheep to 4 cents. Hay and corn see larger cuts. Company warns of compliance while testing law, may move cattle to Missouri if upheld.
W J Bryan arrived in Kansas City from Nashville last night fatigued and avoided crowds. He spoke of his silver speech and said he would rest for three weeks after a lecture before the legislature, then returned to Lincoln. He chatted with J Ralph Burton H N Bennett and R J Howards at Union Depot before the westbound Missouri Pacific train departed.
A North Kan sas avenue incident at about 1 a m drew laughter as a sign in a upstairs room at Mr and Mrs J W Newhall’s house was visible through an undrawn curtain. Patrolman Jenkins arrested Newhall for disorderly conduct, he posted bond and was released. Newhall, agent for Woodmen's Insurance, is a known Topeka figure.
W A Hillman of Water City Alabama writes to Webb McNall Kansas insurance chief to explain matters in the Hillman Hillmon case. He recalls Lawrence Kansas death reports and notes the name similarity with J W Hillmon, suggesting the insurance firms may press a nondead claim.

Sold by Swift Holliday druggists in Topeka, claiming small size suits sensitive persons and obstinate cases yield to them. Also mentions De Witt’s Little Early Risers as famous pills and a separate travel schedule for California Express with through Pullman sleepers leaves Topeka at 11:23 a.m.
Community leaders urge a city wide fair in Garfield Park or grounds to raise funds for a new auditorium. D J Greenwald backs a central city park site citing accessibility and local support. Plans include tents and booths, involvement of city clubs, and a council club meeting to finalize a funding measure.
