The session of the House opened with short preliminary exercises and was adjourned after about twenty minutes. Page elections were decided by the home caucus. Seaton urged adjournment until Monday but the Speaker ruled it unconstitutional.
The new Senate chaplain leads with lengthy prayers as seven petitions are read. Four urge passage of Barber's bill to regulate barber work and keep unclean practices out of the state. Petitions come from Maple Brit, Barton County, Paulville, and Topeka. Also Householder introduces the barber bill. Coleman and Campbell push library petitions for a circulating library act. No other legislation is introduced.
A draft measure introduces rate limits for Pullman travel in Kansas with a double berth price cap and per mile distance limits. Violations carry $1,000 fines, with funds split between school coffers and informers. Passage remains uncertain as past attempts failed.
In a crowded chamber during the extra session Republicans occupy most of the north side while Populists are confined to limited rows. The Populists had held the north and one row on the south earlier, but four rows have since shifted to Republicans, with only a few aged and infirm members remaining toward the north wall.
William Anderson, jailed in Kansas, faces extradition to Missouri after governor Stanley signed extradition papers. Indicted for a March Bates County crime in 1886, he escaped to Kansas, then entered the state penitentiary. Governor Stanley acted last evening while B Griffith of Bourbon County was noted for best reader.
All house caucus held yesterday afternoon with ten candidates given a chance to display lung power and elocution. The field included C. H. Figley Labetteyy J. Newpeets Suatnae Fe Smithy S Dogue Shawnee C B Griffith Sehourben JP Lawson Rens B S Halleck Pottawatomie A L Barnes Gears J W Staley Douglas Jasper M Howard Shawnee. Griffith and Dogue advanced to a third ballot with Griffith winning the contest.
In the Republican caucus the question of a stoncher for the Populist minority was revived with a motion to provide a stenographer. Burkholder urged paying for minority stenography by the majority, while others called it a courtesy. McFes defended the idea, noting plenty of committee stenographers. The resolution failed and the House will elect a stenographer for the Populists. A proposed party page and news note were also shelved as voices warned of excessive delays if concessions continued.
Senator Tom Anderson introduced a senate bill authorizing the governor to appoint a Kansas commissioner for the Parks exposition and to prepare a corn exhibit for Kansas at Paris. An appropriation of $20000 from the general revenue fund finances the plan.
A senate bill introduces a new class of crimes defining false entries in the books of individuals, partnerships, or corporations as forgery. It targets overseers foremen timekeepers clerks bookkeepers accountants or other agents or employees making false statements or entries.
The senate adopted Senator Coleman’s resolution calling for the return or replacement of the American flag over the president’s desk. It notes the prior action during the extraordinary session to procure and place the flag, quoting the old Glory designation and continuing on the following page.
The Republican joint caucus in Kansas nominated Billy Morgan editor of the Hutchinson News on the third ballot for nature printer of Kansas. The decision followed a late shift in caucus timing and intense lobbying by Mort Armstrong’s circle.

Commissary General Hagan in testimony before the war investigating commission denounced Major General Miles as a liar and accused him of corruption and incompetence. Hagan attacked Miles for appointing Major Black, mismanaging funds, and failing to ensure pay for troops in Porto Rico. He rejected Miles claims that beef rations were an experiment, calling such statements libelous and unworthy of an army officer.
The speaker attacks General Miles for falsehoods about meal provisions to the army. He demands proof and threatens social ostracism, asserting the claim is malicious and without factual support. The harsher tone reflects a heated exchange over military supply allegations.
A Harrisburg conference of 43 Republican senators and members refused to participate in the Quay caucus until his acquittal on conspiracy charges. A steering committee of 29 was formed and a pledge not to vote for Quay was adopted. A vote on Senate actions was set for Tuesday.
