Witness testifies noting Lewelling in bribery inquiry and describes Room 16 in the Wease Block as a storm center. A one page account says notes from Room 16 were carried to Brown Larimer Cubison Armstrong Fairchild. Frank Strickland is linked to assurances to oppose a rival candidate.
A Kansas legislative bribery probe in Topeka heard Dr J Hanna of NH Chu testify about offers and denials amid allegations of railroad money for votes. Witnesses detailed notes, improvised payments, and conversations involving Metlter, Clark, and others as the inquiry sought to map influence in the House and Senate.
Editor, The State Journal. Tillotson argues the 1891 session law gives a state investigating committee full power to issue subpoenas compel witnesses and papers and to hear testimony as in district court. He notes section five protects witnesses from self incrimination and calls for thorough inquiry to satisfy the public.
M Dillman manager of the American Book Company denies Speaker Street testimony. He rejects the statement as untrue and asserts no money or improper influence discussion occurred with Art Wilson. He says Street visited Wilson to discuss a bill, not to influence outcomes, and both Wilson and the company deny the alleged remarks.
Witnesses before the bribery investigation committee may be compelled to testify and produce papers under a 1891 Kansas law found by officials. The statute allows committees to subpoena witnesses from anywhere in the state, with no exemption for refusing to answer. Perjury remains punishable by up to seven years. The law, approved February 23, 1891, becomes operative the day after publication.
The Commercial club will discuss a stock company plan for the auditorium project. A new auditorium association may be formed to manage entertainments and fundraising with delegates from various clubs. W. H. H. Davis backs club involvement and two thirds of stock possibly held by the club. bonds aim to raise about 20,000 dollars for construction with a city park site preferred.
The President announced appointments of commissioners for an international bimetallism agreement. Senator Bilweard Wolcott Chas J Paine and ex Vice President Adlai Stevenson were named. Bloomington AL April 13 Stevenson avoided discussion about his selection and scope of the commission saying no notice had been received.

Six confirmed members J Hale A H Lupter S W Black B M Neos J Y Jewett and W J Hurd with the state superintendent will oversee the commission work as outlined by the legislature. In Topeka Theosophists a branch society was formed by Mrs Anne Besant and Countess Wachtmeister at the National hotel this afternoon. Members include Mrs A Wardall Mrs Hes Blackman ex Justice F M Grover S N B Arnold and Mrs George Wagner.
New York April 1 Herald reports Mr Grau will drop plans for an opera season at the Metropolitan next winter. A large cash fund tied to a new company under Gray’s direction was arranged but Grau has decided against such a venture. Several artists including Calve and Damrozeh remain undecided, with European plans noted for the Texske family.
Missouri River altered its channel past Omaha, risking over one million dollars of property. The flood breached a bank nearly a mile above the old canal, diverting into Florence Lake and Cutoff Lake, with two large streams forming from the break and threatening further destruction before Omaha could respond.
