General P Elias Calles, governor of Sonora, travels to New York to persuade American mining concerns to reopen properties closed due to heavy taxation and regulation. President Carranza summoned him to Mexico City, urging reentry of U S capital to restore employment and prosperity. Companies refuse to restart under current taxes and rules, demanding guarantees against future confiscation.
Major Barnes and Captain Wilde, U.S. Army officers, reported from Prescott that 2% of 150 Arizona applicants would likely become officers. Arizona’s quota is 40, with signs of effort to raise it as other states lag. They planned visits to Douglas, Prescott, Phoenix, and Taos to complete examinations and determine suitability.

Phoenix August 3 Attorney General Wiley Jones in an opinion to Adjutant General Harris says the governor lacks power to remove him or abolish the office. The opinion cites statutes requiring officers to continue duties and property custody until successors are elected and qualified. Governor Campbell demanded the adjutant general’s resignation and later declared the post vacant.
Ray B Krebs, clerk of the local examining board, reports that Phoenix authorized a one day session in Bisbee today at the YMCA starting 8 am for notified men. A Douglas session follows on Monday. Those deemed unfit will receive a certificate. those fit must proceed to Tombstone to complete forms.
