Western powers place the Berlin dispute before the United Nations after Russia breaks off Moscow talks, warning of possible atomic war. The U N is urged to act while the U S Britain and France signal they will maintain their position and press for security council action.
Three envoys Yves Chataigneau of France Walter Bedell Smith of the United States and Frank Roberts of Great Britain spent six weeks in Moscow pressuring Soviet Foreign Minister Vyacheslav Molotov over Germany and the Berlin blockade. Their diplomacy proved unavailing and they departed Moscow to brief their governments.
The state department urged the Soviet Union to reopen negotiations to settle the long overdue lend-lease debt of 11 billion dollars. The request was kept secret for two weeks to avoid unsettling Berlin discussions.
