General Joseph T. McNarney, commander in Europe, orders all unit commanders to toughen discipline as rapid demobilization dissolves veteran units. He cites six signs of deteriorating discipline including black markets, drunkenness, AWOL, high auto accident rate, venereal disease, and lax military courtesy.
UNRRA aid through December 1945 totaled about 4 million tons of supplies costing nearly 700 million dollars, yet fell short of global needs. US and Britain funded most aid as Poland loan funds finance coal movement, while Soviet-leaning postwar measures include joint Russo-Hungarian ventures and bartering with Eastern Europe, amid growing fascist underground activity in Italy seeking renewed authoritarian rule.
