Sam Peters led the delegation speaking English and citing religious use of peyote. The scene showed Native Americans asserting personal liberty and worship rights amid prohibition era tensions. Gas tax bills advanced with amendments to keep a 2 cent rate despite governor hints, allocating funds to primary and secondary roads and outlining Highway Commission control and standards.
