County records show a series of July 1913 Board of Supervisors resolutions establishing and dividing drainage districts 80 86 87 and 89 in Kossuth County Iowa. The actions include appointing inspectors appraisers and engineers surveying damages setting sections and bonds and authorizing settlements with the Chicago & North Western Railway for crossing rights.
The county board authorizes work on the Bald Drain project within Drainage District No 87 of Kossuth County Iowa. A contractor will commence within thirty days and be completed by August 1914 under the engineer in charge. A permanent survey will be filed and the project designated as Drainage District improvements with specified exemption from certain assessments.
