General Orders No 4 from the Military Division of the Mississippi dated November 5 1863 outlines Grant’s approach to rebel sympathizers and raiding parties of rebel cavalry. It notes raids into towns villages and farms without Federal forces and the pillaging of Union possessions with emphasis on discipline and response.
Maj. Gen. U.S. Grant directs department commanders to abate violence by raiders and require secessionists to reimburse losses of Union citizens. For each act of violence and each dollar of property taken, assessments are placed on nearby secessionists, with funds paid to sufferers or used to support Union refugees.
