The Tipton Advertiser dated August 21 1862 lists Ernie Rinne as Arran official paper of the county with Daniel as editor. The fragmentary text repeats the newspaper name and leadership roles indicating a local government or publication record from Tipton.
Credible reports from Baltimore Cincinnati and Louisville detail senior Civil War staff appointments near Muscatine and Pullavetruta with August 27 events. News from Fort Donelson says rebels attacked, suffered losses, flag of truce refused, while Fort Hart in the 71st Ohio held. Fort Ridgely reports Sioux uprising killings and massacre fears at lower Sioux agency. Governor Ramsey orders militia to New Ulm as Port Donelson is abandoned by Federals amid advancing rebels.
The act changes county tax levies to include federal tax quotas and creates a separate city assessor in each town. It repeals sections, adjusts assessment procedures, expands reporting on livestock values, and sets penalties for delinquent taxes. It also regulates railroad taxation, crossings, fencing, and duties. Approved April 8, 1862.
The article lists nominated state officials including James Wright for Secretary of State and Jonathan W. Cattell for Auditor, with other positions named. It also prints a lengthy Civil War era letter from A H Stephens and a related note about twelve more regiments, rendezvous sites, and drafting to begin on the 4th prox.
A raid of 250 guerrillas at Cottle's station overwhelmed a small party, stampeding sutlers and wagons, burning seven vehicles, seizing horses, and capturing prisoners. Gen Pope's personal baggage and official papers were taken from a wagon. Twenty supply trains were destroyed or damaged. many wagons remained too wet to burn. Also notes the Stamp Tax schedule B takes effect October 1, 1862.
An act requires each railroad company to file under oath a report to the Legislature once its road is completed and opened for use, detailing the total amount paid in. The measure governs duties and reporting obligations for railroad corporations in the state.

The Scott County Fair in Davenport runs September 22 to 26 with 3000 dollars in premiums open to all. It features trotting events, a grand grounds layout with ample shade, free water, dining saloons, stalls, dressing rooms, and convenient walks. Premiums include 200 for best trotting horse and 75 for best mare. free railway fare for entrants. and broader exhibits by the Mississippi and Missouri Railway.
