The author argues primaries matter more than elections as they choose a party’s standard bearer. He warns political machines favor low turnout, claiming a small primary vote can push favored candidates, while broad participation yields better-qualified representatives for the district or town.
Analysts estimate turnout for the town primary will total about 4550 voters with 2875 Republicans and between 2900 and 3800 Republicans likely to vote. Democrats may cast around 1100 to 1200 votes, depending on GOP and Dem mobilization and McCarthy forces.
The June 28 examination for Winthrop Chief of Police saw 7 of 24 applicants pass qualifying marks. All qualifiers were asked to return for physical and oral tests next Wednesday, with final names sent to the Board of Selectmen within about a week. It is understood both Sergeant Donovan and Wells qualified.
Leonard C Atkinson, longtime Winthrop resident and town official, files as Republican candidate for Representative to the General Court. He cites years of service on the Board of Selectmen and efforts securing state and town funding for Winthrop breakwater and dredging projects aiding yachtsmen and government vessels. He urges voters to support him at the September 20 primary and provides transportation details to polling places.

The third annual Flower Show by the Winthrop Garden Club at Ellis Hall featured old time costumes, a grandmother's garden theme, and exhibits by Mr. and Mrs. Frank K. Hatfield. Palm and gladioli displays from local florists added color, with a tearoom bustling as visitors toured the hall.
Voters face next Thursday's primary to nominate candidates for the House of Representatives. Democratic incumbent Daniel J. Honan seeks renomination against John J. McCarthy. Republican contenders include former Selectman John J. Murray and Board of Selectmen chair Leonard C.
