AP reports Washington discusses reevaluating prisoner treatment and exchange proposals amid German submarine tensions. The State Department awaits German responses on 72 seized Americans and pirates held in Germany. President Wilson considers arming merchant ships with Navy guns.
The city board weighed elaborate cross continental bridge plans presented by two engineers, Bion and Ferguson, with watercolor drawings framed in mahogany. Los Angeles engineer William M. Thomas defended his system of bridge construction as the board prepared to study multiple submissions before ruling. A large gold shipment from Canada arrived via J P Morgan and Company, settling British accounts amid early January activity.
Clara Elizabeth Cunningham, five years and eleven months old, died early this morning at her parents home on Thea Terrace after an illness described as infantile paralysis. Dr. Freeman of New York and Dr. McCossay of Oakland were called to assist. The death follows the Sunday passing of her baby brother, two other siblings Jane and Joan survive. Funeral service to be held at five this evening on the Cunningham porch, with burial in Woodlawn.
The Y M C A women's department reports 138 memberships on day one of the Red and Blue drive. Reds lead with 2,882 to 1,117 as the front of the building glows red and blue forming a triangle insignia. The drive aims for 5 to 7 hundred members and signals a pioneering city effort with new facilities for women.
Mrs Anna Mechem aged 69 died early this morning at 506 Kar Park Avenue after a long heart ailment. The funeral is handled by Eli Musgrave and Son. arrangements are incomplete with a probable interment in Brownville Pa.

Pittsburgh February 13 The downtown business district faced a second fire in three weeks as flames gutted the third and fourth floors of two five story buildings on Wood Street between Sixth and Oliver. The Story and Clarke Plano company and the J M Hoffman Plano company occupied the buildings. Loss is estimated at 110000. Thousands gathered despite sub zero temperatures amid memories of prior fires in the retail district and at Union Switch and Signal.
In Charleston on February 13 Andrew Sampson father of Howard Sampson testified in Clay County court that he and his son stayed at home the night of the Booger Hole murder of Pres ton Tanner. He said reports to the contrary were false and revealed that his own murder trial would follow after Howard’s trial. Several family members testified that Howard and his father were not away from home that night.
Former ambassador Count von Bernstorff ends his Washington visit with a late departure for New York to catch the Danish steamer. The Count and Countess hosted many friends during their final day and completed last minute preparations for the voyage.
Charleston February 15 The Associated Press reports almost one half of House of Delegates measures introduced this session have been rejected and more may be dropped as local bills await consideration before adjournment on February 24. Names of patrons and various bills on salaries taxes real estate and public offices are listed as rejected. The item notes attempts to narrow focus to a few important measures.
German war office claims renewed drive in Monte region while British assault toward Bapaume eases. Ensente hill positions east of Paralovo captured with Cota bend camps and a few prisoners. A Norwegian motor vessel West added to submarine blockade victims list, ship not listed in latest records.

El Paso February 13 The last train carrying the Sixth Pennsylvania Infantry left for Philadelphia where the regiment will be mustered out of Federal service.
London dispatch reports German urging of all trades union officials and affiliated groups to enlist. The effort would mobilize thousands previously exempt from military service as part of wartime requisites. Mrs Pauline Durant dies at 85 in Wellbury, widow of Henry Durant, founder of Wellesley College.
