Bill to merge school districts would allow annexation

A proposed bill from Representative Coytie embodies recommendations to attach rural territory to nearby cities or towns for school purposes. The measure would require a majority of resident electors to approve annexation, make property immediately taxable, and grant the attached area a voice on the school board if population matches a city ward. The bill aims to let country districts share schools while cities tax for benefited students. Also reports a factory fire where three workers suffocated and fifteen lodgers were hospitalized, with several deaths attributed to smoke.
