Guthrie Oklahoma December 4 Bank Commissioner Lan announced plans to refund three quarters of 1 percent emergency levy to state banks that funded depositors of the defunct Columbia Bank and Trust. Total levy amounted to 225000 dollars benefits to bank assets and guaranty fund.
