Senator Joseph J. France urged the Allies to fix German indemnity at 15 billion and credit 5.1 billion for African colonies seized from Germany. He proposed selling these colonies to the United States for 100 million to 7 billion, enabling Europe to repay debt and fund reconstruction while opening white and Colored American participation in Africa’s development.
