The State board of public charities held a two day session in our city with Messrs Dutly Haughton Reid Jones Blair and Denson. They reported on penal and charitable institutions across 82 counties and prepared circulars guiding county visitors sheriffs and mayors on prisoner treatment and indigent care. A committee was formed to plan reform for juvenile facilities and to seek a law to move youths from jails to reform schools. The board adjourned after night sessions and urged press support for humane reforms.
