In Washington the Senate shows waning attention to Chile dispatch questions as leaders urge calm and inquiry. The House debates rules for the new Congress while leaders argue over military and foreign policy and the pace of action.
The State Board of Education granted Wilmington real estate and investment firm, holding an option on 600000 acres, authority to divide a Tyrrell tract so 20000 acres can be sold to a Richmond firm. Lands must be sold in bodies. part timbered with juniper to be used for household utensils.
The North Carolina Railway Commission ordered that Wilmington & Weldon provide separate white and Black accommodations at Tarboro after complaints of insufficient passenger service. The commission also required Albemarle & Raleigh to upgrade passenger and freight services at Everett's in Martin County and Bethel in Pitt County following further complaints.
Captain Schley arrives in Washington to confer with Secretary Tracy and President Blaine on the assault on the Baltimore sailors at Valparaiso Chile and the later mutilation. The Senate foreign affairs panel will hear him about the incident as the Chilean situation is reviewed.

Yadkin County jail burned last night in Winston Salem North Carolina with two inmates inside a white man and a colored man who guarded each other until the flames. Allen Dye a colored man wanted in South Central City for burglary was captured here this afternoon.
The Herald reports Senator Hill will head a solid New York delegation to the Chicago convention. Hill met at the Hoffman House with Boss McLaughlin of Brooklyn and the two parties reportedly resolved all outstanding differences amicably.
Washington January 26 Mr Livingston of Georgia introduced a House bill to establish a system of sub-treasuries for storing agricultural products. It mirrors earlier proposals by Senator Vance and Representative Pickler but lowers the required product value a county must raise to qualify from 500000 to 200000 dollars.

Washington reports say the note’s terms are largely unchanged from Santiago.
