Joliet city manager Chester B. Lewis celebrated completing his first year in office with a luncheon at the Woodruff hotel attended by more than 100 city employees. Council members Paul Fried rich Art Biederman Ted Flint and others joined Mayor James P. Hennessy in congratulating him.
