Housing problems blamed on zoning and planning failures
At the Fox River District Illinois Welfare association regional conference Dominic A. Romano, president of the Will County Realty board, blamed local housing shortages on zoning gaps and the absence of a city plan commission. He said city limits extend beyond utilities and streets, creating red tape for builders and forcing private enterprise beyond town limits. He criticized OPA and government delays, noted GI Bill hurdles, and cited slum property as a high return but poorly taxed. Bryce Martin of the State Housing board outlined state efforts while Paul O Neal and Major James C Bell spoke on OPA impacts. Judge James V. Bartley presided at the American Legion building in Ottawa.
