The council prepares for a contentious session next Wednesday over a revised personnel ordinance described as vicious and dictatorial by unions and taxpayers. Critics warn it concentrates power in the city manager, while supporters question elected officials' role and the process behind the proposal.
City Manager Chester B. Lewis reports work on a plan to raise salaries by 10 percent for all city employees from top to bottom. The proposal would target roughly $1,300 annual increase for Lewis and about $438 for police, firemen, and other city hall staff. Lewis will study the plan further before presenting to the city council.
