Forest land agreement limits city control over land use
The Secretary of Agriculture agrees not to permit land use without city approval except for forest protection, timber removal with no water risk, road or trail building, and rights of way under Congress acts. It requires all workers to follow city and Secretary regulations. The government will extend and improve forests by seeding and silviculture as funds allow, while the city must fund additional guards and may cover major immediate costs.
