The Indiana Senate, after hours of spirited debate, passed the county local option bill amid cheers from temperance supporters. Democratic speakers sparred over constitutionality and justice, citing past laws and the Beardsley regulation, while others argued for action and warned politics tainted the measure.
Senator Kirkman of Wayne County voted as expected for the passage of the bill. The vote was delayed by speeches from each senator before casting. Balloting started at 3 45 o clock.
In Indianapolis Sept 23 the Cox county local option bill passed 32 to 17 after hours of speeches. Debate filled the senate chamber with clergy and petitioners urging immediate enactment while representatives from both parties argued the measure. The county unit plan and remonstrance laws were discussed as the chamber expected swift passage.
The Cox local option bill now under consideration in the Indiana senate is expected to pass and is printed in full on page three of this issue.
Summary of amendments to the Cox bill reduces required voters for a special election to 20 percent, adds “as a beverage” after sale of intoxicating liquors, moves canvassing to the next day at 10 o clock, extends liquor dealers’ exit period to ninety days, substitutes control for prohibit in the title, aligns notices with general election laws, preserves licenses issued before passage, and inserts city or town after the Board of Commissioners granting licenses.
The weather page reports showers Wednesday night and Thursday with cooler conditions. In Indiana the wind shifts from fresh south to northwest by Wednesday night, while Ohio shows south and southwest winds producing similar showers and cooling outlook.
Detroit September 23 Bryan, presidential candidate, rebukes President Roosevelt over a charge that Governor Haskell of Oklahoma was connected with Standard Oil. Bryan defends Haskell, calls for full investigation, and pledges to exonerate him if innocent. He demands proof or a fair inquiry before any tribunal. Continued on Page Two.
Homer Stanley, jailed on a $500 bond for wife and child desertion, is a former trimmer for electric arc lights and railroad worker. The case alleges he deserted his wife about two weeks before she gave birth, with prearranged flight. Meanwhile Dr. Charles S. Bond warns physicians to curb scarlet fever spread as new cases close two rooms in the Hitberd building and two rooms at Finley and St John’s parochial schools.
A large Republican rally and parade are planned in Richmond to open Congressman Crumpacker's campaign in Indiana's Tenth District. He will speak at the Coliseum at 8 pm after a parade from Masonic Building, with a reception at the Westcott Hotel and a countywide turnout anticipated. Judge John L. Rupe will preside.
Hoosier Drill company shuts shop an hour earlier daily as drought worsens farming prospects. Manager Fred Carr cites farm ground hardening, poor plowing, and expected small next year’s wheat crop without rain. Empire Drill records move from Shortsville to Richmond on Monday.
Oklahoma City report says Kingfisher with 3,000 residents was destroyed by a storm last night with wires down, preventing details.
Carrie Nation visits Central hotel in Richmond with no bar, confronts Clerk Everett Shepard over his cigarette use. She vows to speak on liquor and cigarette smoke in Montpelier Ind and recalls past raids. Nation seeks publicity, notes reformers’ skepticism of reporters.
Taft, at a Cincinnati rally, portrays Bryan as chasing vague ideas and accuses him of offering impractical promises. He contrasts a record of reform by the Republicans with a Democratic party viewed as unproven and theoretical, urging voters to use judgment in the election.
