Liège forts reportedly intact. Belgian government moves to Antwerp. Emperor William and three sons reportedly go to the front. battles feared to decide Europe’s fate.
Mexico City Aug 17 reports of battle between Constitutionalist and Federal forces intensified. A provisional president Carranza arrived with his army amid elaborate preparations for his regime’s inauguration. National holiday was declared in his honor as banks considered resuming operations and memorial services were held for Madero and Suarez.
