Cleveland plan for banking reform seeks safety fund and notes changes
President Cleveland proposes a national banking scheme with a safety fund to redeem circulating notes of failed banks, funded by a one half of 1 percent tax on average notes in circulation until the fund reaches five percent of total circulation. The plan preserves stockholder liability, imposes taxes on note redemptions, and exempts some state banks from federal taxation if they meet conditions on note circulation and guarantees.
