Caddo Parish Police Jury Adopts Convict Labor Ordinance
The Caddo parish police jury met January 14 with P Youree presiding. It unanimously adopted an ordinance to employ convicts on public roads and other works, outlining wages, overseer authority, housing arrangements, hours, and repeal of prior related ordinances. Other actions included bridge and road matters, a liquor license ban in ward two, and various committee reports and expenditures.
