A six pound shell fired from Fort Totten across Long Island Sound hit a City Island residence after brushing a steamer bound east. No injuries, but 300 inhabitants panicked as authorities said orders to stop the vessel prompted the fire and a subsequent return. The vessel’s identity and motive were not disclosed.
