At the International Association of Bridge and Structural Iron Workers session in Kansas City, the New York delegation was seated after a final dispute led by Joseph A. Mulaney a Parks supporter. The New York group secured a Parks aligned outcome with Mulaney's departure and return of all New York delegates.
