Reports from Poland Romania and France describe mass executions in Romania under General Argesanu, German and Soviet advances, and Britain and France declaring air and ground actions. The Warsaw fight continues as German and Russian forces push toward a demarcation line amid diplomacy and neutrality debates in Washington.
Berlin dispatch reports German quarters accuse England of the assassination of Romanian Prime Minister Armand Călinescu. Deutsche Dienst, near the foreign office, said irrespective of the actual killer it was England's work and praised Călinescu for fostering German Romanian ties and Romanian neutrality.
In Bucharest on September 22 thousands were reported executed as Romania's military government avenged Premier Armand Calinescu's murder. Iron Guard members from camps were shot or executed in various districts, with at least 44 killed at Merkuren Ciuk camp and 32 by firing squads at Prahova. Mass executions and arrests swept the nation under Gen. George Argеsanu.
Deputy State Tax Commissioner Rosswell Speelman said Idaho's state tax collections for 1938 incomes will fall far short of 1937. He reported second-half receipts through Sept. 19 totaling 414,401 plus 880,000 prior to March 15, a total of 1,296,401 versus 2,133,772 in 1937.

Prince Henry Lubomirski, son of Poland’s first ambassador to Washington, was among the last Poles to flee Soviet-occupied Eastern Poland, crossing the frontier at WERECZKE Hungary on September 22.
California endures a deadly heat wave with health authorities reporting over 50 deaths linked to the heat. Los Angeles adds thirteen to its toll, San Francisco Bay Area records six, and scattered regions report cases as temperatures exceed 100 degrees daily. Authorities warn cooling will take days despite signs the heat may break.

A two mile Red and Blue day parade kicked off Pocatello High School’s seven home game football schedule. Students dressed in red and blue marched through the business district at 1 30 p m ending at Irving Field where Pocatello Indians faced Dillon Mont at 2 30. Prizes were awarded for best dressed marcher and best decorated bicycle and automobile.
Seattle reports a forum where Ruth E. Ford and other women bankers outlined how banks should operate. Ford argued banks, not the government, should serve agriculture and noted competition from government sources. Other speakers urged income management bureaus, better training, and more women in bank management.
