Negotiations continue between President Palma and Washington authorities as insurgents show willingness to surrender. Denver’s Marines are withdrawn from shore duty as discussions proceed with Naval Commander Colwell.
Havana reports a special session of Congress this afternoon amid rumors President Palma may resign. General Rafael Matanello, secretary of public works, disapproves of American sailors landing and officers speaking with rebel messengers. Uncertainty remains if Palma can rally a quorum to debate his war measures.
In Havana on September 14 armed sailors from the cruiser Denver were withdrawn after talks with President Palma. Commander Colwell met with Palma and reported Washington urged withdrawal. Zayas emissaries urged surrender, while Colwell said he could intervene only via the State Department.
A dispatch from Havana reports three hundred insurgents attacked rural guards at Sea-Sea in Santa Clara province on Wednesday. The government lost 18 men with insurgent losses unknown, and forces retreated to Sancti Spiritus. Separately at Oyster Bay Taft Bona Parté Bacon and Cortelyou meet Roosevelt along with Senator Beveridge to discuss Cuban affairs.
The navy department ordered the cruiser Des Moines now at Key West to sail for Havana at once. The Dixie carrying three hundred Marines is due to reach Havana tomorrow night or Sunday morning.
The state department directs U S policy from Oyster Bay as the navy provides force and the war department readies itself for intervention. The aim is to withdraw forces from Havana except for a legation guard, preserving strict neutrality while protecting American interests in Cuba.

An army of Short Line workers upgrades cars at the Short Line car shops to handle a beet crop near 300 000 tons in Idaho and Utah. 200 flat cars borrowed from Southern Pacific are rebuilt into 45 ton crates as districts including Blackfoot Idaho Falls Sugar City Cache Valley Garland Bear Lake prepare to harvest over 120 000 tons. Growers stand to gain about 585 000 dollars at 1 50 per ton.
In San Francisco on September 14 the line of depositors remained long at the Hibernian Bank with many seeking only small withdrawals. President Joseph St. Tobin said no prosecution would occur against those who spread rumors, and he would simply pay depositors requesting their money.
George Brown, who attacked Rosa Cibulka yesterday and ingested laudanum in a suicidal crisis, remains in county jail. County Attorney Gray is investigating the case. Brown renewed his suicide attempt by headbutting the cell door and walls after Deputy Sheriff Charles Sell placed him in his cell.
Free Silver Camp No. 168 Woodmen of the World held a successful social at Woodmen hall with 125 members present. The program included an opening address by F. Holzheimer, dramatic reading by Thomas Kane, a mandolin club performance, a boxing match between local lightweights, and refreshments served.
The Interstate Commerce Commission will hold sessions in Salt Lake City starting September 24 in the federal building to investigate railroad rates on coal and distribution in Utah. Subpoenas were served on railroad men to appear at 10 a m. to answer questions about Utah Fuel and Pleasant Valley Coal companies tied to the Rio Grande and Union Pacific coal interests. The new rate law, effective May 1, 1908, could force railroads to divest coal holdings or lose markets outside the mines. Utah Fuel, Union Pacific Coal, and Oregon Short Line mines cross-state implications across Wyoming Montana and Nebraska.
J W McConnell, former Idaho governor, says Fred Dubois is not gaining ground and is driving voters away with anti Mormon rhetoric. He notes Dubois quotes others and lacks broader support, predicting Republicans will win Idaho easily while Dubois seeks legislative power.

John McClelland pleads guilty to burglary in the Conductor George F. Marman residence theft at 827 South Cleveland Avenue. George Bulliner pleads guilty to obtaining money under false pretenses. Sentences for both to be pronounced later by Judge Budge as court continues demurrer arguments and other cases.
Three divorces were granted in district court by Judge Budge this morning. Nina Woltemade freed from Edward, Mary M Hawkins freed from Francis M, and Ida Green freed from William L W RR Williamson. Ida M Green had been deserted on her wedding eve. Nevada A Colman filed for divorce from Enos Colman who later used the name Christopher. They wed in Ouray Colorado October 7 1901 and Enos deserted her July 2 1902, allegedly fleeing to Mexico. Standrod and Terrell are attorneys for the plaintiff.
Mr and Mrs J W Ash hosted eighty eight invited guests at their 708 North Arthur avenue home last night. The evening featured progressive high five with Ash Brothers orchestra, substantial refreshments, and prizes for top players won by Mrs Dodson and Mr Alvin Schwartz. W A Liggins took the booby prize.
