Ottawa reports Canada issues formal war proclamation joining Britain in the conflict with Germany. Canada pledges aircrew, munitions, and food to the allies while deciding on an infantry expedition. U S applies arms embargo to Canada.
Testimony from four witnesses started Monday as Aloysius Kilmer faced a preliminary hearing in Bannock county. Nick Pullos, Fred Pidcock, A S Corain and other officers described Kilmer’s alleged attack on Thomas Barney, who died days after a fractured skull.
The 1,514-ton Netherlands steamer Mark exploded in the North Sea and its captain plus 22 crew members survived after 38 hours at sea. They landed in lifeboats at Vorupuer Denmark and said the ship from Finland struck a mine 120 miles southwest of Vorupuer. The captain is injured.
European war news presents mixed accounts from Warsaw and the western front. Poles claim German retreat near Warsaw suburbs while Germans dispute Polish gains, offering two versions of German lines west of the city. French artillery targets Nacibruecken airfield and Saarland border area.
Idaho Southern College will offer a student pilot training course with government support. Instructors for Pocatello classes were named Jack Mc Connell for flight instruction and Earl Hansen for ground school, with a cap on enrollment. Idaho City report says Lieut C E Conn filed a probate court complaint naming Orlando Mize age 54 as the man who killed J W Clarke proprietor of a Horse Shoe Bend filling station during a hold up on July 5. Claude Marcus Boise county prosecuting attorney announced the filing.
Washington reports that fear of a five year war shapes policy as the Roosevelt administration prepares for possible U S entry in about six months. Navy and army expansion, destroyer reconditioning, and defensive plans for Puerto Rico and the Panama Canal are targeted to train quickly, with Congress not expected to convene until January.

Two wind driven fires started yesterday across northern Idaho destroying farms and timber land. In Oregon a mountain lodge and several buildings were burned near Grants Pass. Refugees gathered in Kendrick as a second blaze burned 1500 acres east of Moscow and 75 CCC enrollees fought it. Transmission lines burned causing a 700 farm blackout.
Baseball winds up the season with Lewiston against Pocatello in a three game series starting Tuesday night at 8 p m seeking a sweep to claim the 1939 championship. Cardinals need three straight wins to keep title hopes alive while Boston and Philadelphia clash in a separate National League matchup.
