Berlin may 28 AP Germany envisions a vast real estate mortgage to fund reparations for thirty years. The plan taxes land and agricultural and industrial properties at half present gold values aiming to raise about 500 million gold marks yearly initially, rising to about one billion as mortgages expand.
Boston May 28 AP Federal Judge Lowell voided 1921 naturalization papers for Heidematsu Toyota of the coast guard cutter Acushnet asserting the 1919 act does not extend citizenship to Japanese. The ruling follows two prior opinions denying a military service exception. Toyota served throughout World War I. United States Attorney Harris seeks revocation. AD LEAD 4 JAS. Funeral for Mr Folk to be held Thursday in Brownsville Tennessee.

Paris May 28 AP A system for sending autograph telegrams is being installed in French telegraph offices. The sender writes the telegram on a revolving cylinder and it is received by the addressee in the original writing of the sender.
Clara Phillips, convicted of murder in California, is being returned to the United States after Honduras released her despite a Honduras supreme court edict for release. A message from Phillips to the AP claims innocence and readiness to prove it once free. The Copan steamer is due in New Orleans Tuesday with Phillips under American escort.
The report details new forest and brush fires in northern Minnesota near Sand Lake and Gosden Wisconsin, with homes and cottages at risk. Crews rush to fight the blazes as tourists report roads blocked by burning woods and additional fires threaten timberlands in Vilas and Gogebic counties.
Emerson Dunlap, claimed inventor of an electric railroad switch device, was shot and likely fatally wounded in Chicago by financier George Fisher. Fisher says Dunlap attacked with a knife when funds were refused, and he fired in self defense.

A telegram from Keokuk Iowa dated May 28 reports burglars entered the F. Skirvin home in Santa Ana California stealing 500 dollars in jewels. Skirvin formerly owned and published the Keokuk Gate City.
In San Francisco Chinatown the widow of dead tong leader Jung Due Ching pleaded for a rival tong man at a meeting. A traditional life for a life was avoided as the two groups agreed to a demnity of $35,000 to settle the deadly feud and bury Jug Ion.
Portland musician Charles South returned from Berlin on the steamship Ohio in steerage. He had studied music in Germany for two years and faced heavy taxes for staying as a resident and on taxes paid as a non resident, with no refund available despite his efforts.
In Des Moines two masked students allegedly kidnapped Geo F Holler from Johnston Hall and beat him then coated him with molasses glue and feathers ten miles north. Holler a freshman and son of an Omaha minister filed assault charges against the two captors under a new anti mask law. police expect arrests soon.

Detroit investigators identified seven victims of a Woodward avenue crash between an automobile and a southbound interurban car. In Dortmund and surrounding towns during a widespread strike, residents faced terror as communists clashed with blue police. Police fought insurgents, several officers were killed or wounded, and gunfire and grenades were reported. The strike spread toward the Rhineland with additional work stoppages and strict security measures in Duisburg and Düsseldorf.
Berlin reports two million miners and thousands of metal workers on strike in the Ruhr. Communist pickets seal pits with fixed bayonets to block descent, causing widespread idle mines. Weekend casualties total seven killed and 93 wounded amid rising food shortages in the disturbed area.
Berlin May 28 AP General De Koutte the French commander in the Ruhr has ordered German railway workers to resume work under French authority within 48 hours. Workers under 60 who do not return will be expelled from the occupied territory while those over 60 may be dismissed.
Senator Ladd of North Dakota Senator King of Utah and Representative Frear of Wisconsin plan to sail for Europe on July 14 to study conditions in Russia. King said the party will be allowed to observe freely without Soviet government surveillance, with expenses paid personally by the three investigators.
Ossing New York May 28 AP Robert P Brindell former head of the New York Building Trades council and longtime city labor leader was brought to Sing Sing to stand trial on charges that he violated prison rules by meeting with his wife daughter and son outside the prison walls.
Buffalo N Y May 28 AP trustees report shows total assets as of March 7 totaling 5 179 447 against liabilities of 2 090 000. The L A Stell organization faces sizable asset holdings versus debt in the published statement.
A document attributed to Eamon De Valera orders discontinuance of armed struggle by the Republican army. Issued May 24, it urges soldiers to lay down arms as patriotic and necessary for national interests. A second note by Republican chief Frank Atkin declares the arms to be dumped and enemies of the republic have prevailed for the moment.
