Paris AP reports Germany declines to pay 1 billion marks due and disputes the reparations commission figures, calling for a joint experts’ commission to fix the value of deliveries. Berlin says May 3 balance of 12 billion marks is incorrect and that payment by May 1 is impossible.

Washington March 23 AP Secretary Weeks said the war department had not sent any clemency request to the German government for Carl Neuf and Franz Zimmer. The two American detectives were jailed at Mosbach Baden after an attempt to arrest Grover Cleveland Bergdoll in Eberbach last January.
