The eight nation North Atlantic security treaty draft is finished after a 2 hour 20 minute State Department meeting. Countries named are the United States Canada Norway Britain France Belgium The Netherlands Luxembourg Italy has approved participation and Denmark Portugal and Iceland may join before signing in Washington the first week in April. Ratification by each member government is required before the pact becomes effective.
