Russian officials say up to three peace plenipotentiaries may meet. Welldorf, Baron Rosen, and De Maartens named as possible members. Japan possibly to send Ito and others. no halt in hostilities indicated. In Washington, Takahira met Roosevelt while Cassini said no names were given yet.
Russian cavalry retook Liao Yang Wopeng and Sumiencheng after Japanese forces occupied nearby villages. Three Japanese squadrons withdrew southwest as Russians recaptured Sumiencheng in the afternoon.
From Lidiapudzy Manchuria on June 19 reports say Japanese forces push from center and west, flanking Russian positions south of Palitun. Japan concentrates infantry cavalry and artillery as three columns head toward Chutsumi Kamesan and Kenshan to extend Oyama's line to the Sea of Japan. Russia acknowledges Washington as meeting place for plenipotentiaries after waiving demand for the emperor's personal direction.
