Washington July 24 Republican Leader Mann prevented the food control bill from going to conference because he could not secure assurances that the House would have a chance to consider a separate amendment to create a congressional war expenditures committee which President Wilson opposes.
Serbia in a formal note to the United States accuses Austria and Bulgaria of illegal exploitation in occupied provinces. It claims over 100 million crowns extorted and six million crowns pressed as payments to loans and Red Cross efforts. The note warns of indemnity demand at peace talks and reports looting of unoccupied homes.
Sydney July 24 The Australian Air Squadron Fund presented to the British War Office cash for eighteen fully equipped battleplanes for the empire at the front Alma Baker raised funds in Australia after previously gathering money in the Malay State for fifty planes. He aims to reach one hundred machines.
The house military committee considers organizing at least ten regiments of Indian cavalry at Kahn Hill in a plan reported from Wanhinatsa on July 24.

Navy aviation needs college graduates and applicants with engineering or mechanical training. Sergeant Stewart has received a pamphlet on transporting the first increment of marines to Europe for reference.
Leadville reports miners will hold an afternoon conference to craft a unified action plan concerning the stake dispute that began Saturday as operators take coordinated steps.
Boise reports that Carl Ernest a 23 year old trusty and Bert White a car thief escaped from Mosley farm while under sentence. Ernest was convicted of forgery from Pocatello and sentenced to 1 to 14 years with two and a half months served. White, Caldwell convict, is an expert mechanic. Warden DeKay offers 50 reward for each escapee.
A sentry in Toursville fired over the Belgian mission as their car failed to stop at the cantonment entrance. The guard arrested the man for performing his plain duty after the incident on July 24.
