Allied forces report German troops exhausted and indifferent to fate amid continued British raids and embassments in France. Lively French air power disrupted enemy columns while transport and information services kept pace, with lorry drivers, carrier pigeons, and rapid communications aiding counteroffensive measures in Champagne.
Paris reports that less than two and a half percent of Belgian territory remains free from the invader. Unoccupied communes within range of German heavy artillery have been fired upon while still inhabited. Belgian troops occupy seven times as much European territory in German East Africa as the total area of Belgium.
Washington D C July 18 Purchasers of the third Liberty fonds on subscription are required to make their second payment to lay. The installment calls for 35 percent which, with the initial deposit of 5 percent and the first payment of 20 percent, brings the total amount paid up to 60 percent. The final payment of 40 percent will fall due on August 15.
Syracuse July 18 The New York State Postmasters Association meets in annual convention to discuss boosting war and Thrift Lamp stamp sales. Sessions begin tomorrow and run through Saturday with postmasters from across the state in attendance.
General Pershing sent a cable to Colonel Roosevelt from New York noting Quentin Roosevelt is missing after a July 14 mission in which 12 planes supported a photo section. Seven enemy planes engaged, but no return of Roosevelt’s plane was observed and French and squadron reports confirm a loss in the clouds. Pershing pledged to relay updates.

In the Soissons region the attack progressed rapidly as American forces swept forward after noon and surpassed the second objective to reach the third. They breached behind a third barrier while facing especially vicious resistance to the south from entrenched units at the first objectives.

Washington July 18 General Pershing's communique for Wednesday said the enemy was driven from the bank of the American sector of the Marne.
Washington reports marine casualties totaling 7 with 3 killed in action 1 died of wounds and 3 wounded. Army casualties reach 57 with 14 killed in action 18 died of wounds disease and accident 21 wounded and 4 missing.
Washington July 18 46 000 men from all states and the District of Columbia have been called by Provost Marshal General Crowder. They are to be all white registrants with movement into camp August 3 to August 9. The August call plans for entrainment of 300 000 men. Emperor William watched the opening of the latest German offensive from an observation post near Rheims. Karl Rosner reports he listened to the “terrible orchestra” of our surprise fire attack and watched the projectiles rage toward the enemy.
Lee Diamond, a Black man, is hospitalized with a bullet wound to the arm after a man named Arthur Johnson, also Black, shot him outside a shack in the Yates area. Johnson surrendered to Officer A. E. Volkheimer, saying he acted after finding Diamond with his wife. Diamond’s condition is reported as resting easy. the case is handed to county authorities.
Elder statesmen met in Tokio and heard the government's Siberia troop dispatch report. No formal decision was reached, but it is believed they fully support the government and oppose any limits on Japan's troop movements.
Washington July 18 The foundation created to administer Theodore Roosevelt’s Nobel prize money will be dissolved at a trustees meeting tomorrow. Congress approved dissolution and Roosevelt proposed using the funds for war relief through the Red Cross and Y M C A. The fund has grown to about $44,000 with $6,000 in Liberty bonds and no additional gifts received to fulfill its original purpose.
The Chicago market notes corn closing at 1 dollar 57 and three quarters cents per bushel while oats price stands at 72 to 140 cents per bushel. The report reflects minor fluctuations in grain values observed today.
General Foch's forces rally after a Gere man setback and push a wide front. Allied assault with American storm troops and French units drives toward Soissons and Paris-Soissons railway, with Soissons in range of American guns.
Word that French forces strike the Germans on a twenty five mile front below the Aisne spreads enthusiasm through the war department. Officials accept it as proof that defensive days are over and that General Foch can use aggressive tactics aided by American troops overseas.

News from London says a French assault began this morning on a considerable scale and appears to be advancing. Advices later report German pressure east of Rheims has abated with no fresh attacks there.
Paris reports a morning French offensive along a twenty five mile front from the Aisne river to Beileau with gains of up to two miles in places. Prisoners began arriving as the Marne and Champagne fronts remained steady and fighting continued near Fontinoy, Manteulla, and Foese.
This morning's attack by General Foeh aims to blunt the German push south along the Marne and toward Rheims. The sector attacked includes American held lines and initial progress threatens the large salient south of the Aisne.
On the French Front Allied forces press an important counter attack between the Aisne and the Marne north of Chateau Thierry. At 11 a.m. the action is reported to be advancing favorably with forces engaged along a broad front.
Southeast of Villers-Bretonneux and south of the Somme the British line has been advanced on more than a mile front according to the official statement.

French artillery near key rail hubs threatens German supply lines between Rheims and Chateau Thierry. French regain northern positions near the Marne.
Honolulu letters report the death of Manuel Martins removing one of the surviving members of the expedition to Japan. The lone survivor, a sailor from Portland, Oregon, died after illness. Earlier dispatches from Tokyo announced Martins death and the news reached Honolulu through cables.
