President Truman signed a law giving the postal workforce a 20 percent base pay increase, with a minimum of $300 and up to $400 yearly, plus overtime at time and a half for eligible workers. Night shifts receive a 10 percent differential and postmasters’ salaries are tied to office gross receipts.
The overtime sections cite the House Post Office Committee as the drafter of the legislation and state that ordinary clerks in those services are eligible for overtime.
President Chiang Kai Shek pledged China would bear the main continental burden against Japan. He urged doubled efforts for final victory and warned Japan would grow more desperate as the war nears end. Chinese army spokesman reported recapture of Kiangsi centers and Japanese retreat toward Namyang.
